By this time, Carter made over 1,800 speeches. He was of the Democratic Party. Carter's inaugaral address included a very important quote:"No poor, rural, weak, or black person should ever have to bear the additional burden of being deprived of the opportunity of an education, a job, or simple justice,". He is known to have promoted integration, and was called the New Southern Governor. The "Adequate Program for Education in Georgia" was a program Carter created to improve the educational system of Georgia. It reduced class size, promoted higher education, and let money be distributed equally in the counties. However, Carter only served one term, from 1971-1975. But, he didn't stop his political career. President of the United States

Carter created the Department of Energy with the concern of conserving energy. He even went as far as installing solar panels on the White House. He also regulated gas and oil prices. Unfortunately, Carter had to raise taxes in order to follow his energy policy. Along with this idea, the Senate also disagreed with many of Carter's energy conservation ideas, such as his idea of using natural gas for cleaner air.
Carter created the Department of Education following his campaign to improve the school system in Georgia. The department continues to administer federal assistance to children, collect raw data of each and every school in the United States, and enforces the law regarding civil and privacy rights.
